Business registration and procedure for reporting hours in the monthly report

Message from the CCQ to marble companies

The Quebec Construction Commission (CCQ) wishes to inform you of a change that directly impacts you.

The non-renewal of the Construction Materials Decree, which expires on April 30, also results in the dissolution of the Joint Construction Materials Committee (JCMC). Until now, the JCMC was responsible for remitting employee benefit plan contributions and mandatory leave payments to the CCQ for employees in the marble industry. Starting with the May 2026 payment period, you, as an employer, must remit these amounts directly to the CCQ to ensure your employees' participation in the benefit plans.

New procedure
As an employer concerned, you will now need to register your business with the CCQ in order to be able to submit your monthly reports and pay the amounts due.

How do I register?
Registering a construction company with the CCQ requires, among other things, the following information:
• The Quebec Enterprise Number (NEQ);
• The license number issued by the Régie du bâtiment du Québec (RBQ) if applicable;
• The contact details (name, address, telephone, email address, fax and others) of the company as well as those of the people who are directors or partners;
• Individuals who are directors or partners of the company;
• The location and address where the register can be examined.

Simply complete the form: Register a Business - Online Services - CCQ, to ensure your business registration application is complete and compliant. A fee of $350 will be required.

Once the registration process is complete, you will be able to register for CCQ online services. At any time, consult the Employer's Guide.

Monthly report
Employers must submit their monthly reports electronically, no later than the 15th day of the month following the monthly period in question, through the CCQ's online services, or through accounting software or an authorized payroll service provider.

You will need to report the hours in the monthly report using status code A. Here is the other information to include:
• Occupation: 140
• Skill / Learning: 2- Apprentices 2
• Status: A
• Sector: C - Institutional and Commercial
• Appendix: C3 - General rule: Daytime work
• Union membership: not required

Administrative fees are payable, calculated according to the number of hours declared.
